Betfair are currently experiencing some technical difficulties and the API is not responding correctly.
Hopefully they will resolve the issues shortly and things will return to normal.
At this point, I would recommend that you do not run TBE until the problems are resolved.

The issues at Betfair appear to have been resolved and API access is now functioning once more.
